 From an almost standing start two months ago, IL HB-1390 (PRB-1 integration
into the Illinois Municipal Code) was taken off the shelf and has now been
passed by both Illinois General Assembly Houses.  In the house it passed
106 to 10 with two absent, and it passed in the senate yesterday with
57 to zero (two not voting).  The relatively short deliberation time and
large vote margins are unusual for the IL General Assembly.

I understand Governor Quinn will sign HB-1390 into law sometime in the
middle or latter part of June.  The amended law will take effect immediately
when it is signed.  Arrangements for a small celebration in 
Springfield are underway.
