Bob:
As I’m sure you’re aware, the LoTW queue status page reconnected sometime before 07:59:02Z and the LoTW server was back up prior to 10:59:03Z after work done by the IT staff, specifically K1MK.
The root cause in this instance relates to the fact that there is a long-standing fragility in the SAP database software which is an integral part of the Logbook system. The database software doesn’t automatically
restart when an error condition occurs and must be restarted manually. Two things will help this going forward. In the near term, the LoTW development team will try to develop automated means for monitoring and restarting if possible. For the longer term,
the LoTW Study Committee has already identified the legacy database software as a part of the “technical debt” of the system and working on a replacement is a priority in their work.
I hope this answers your questions.

Seems to have stopped updating the queue status at 0259Z, and stopped processing logs at 0059Z. My login attempts are met with the following:
Fatal error: initializeLOTWDB: -9807 - Too many users (task limit): General database error [initializeLOTWDB: -9807 - Too many users (task limit)]
I'm sure it will be restarted in the morning, and nothing will be found as the cause.
My, oh my...
