I would agree with that. Except for Canadian/U.S. Amateurs in each other’s countries operating pursuant to (an ancient) bilateral reciprocal treaty, a country designator is placed before an operator’s callsign. So R/W9XA should not be used as a self-assigned indicator for the reason you state. But I think W9XA/R passes the test because placement after your call sign will not be confused with Russia. Whether you intend to indicate “rover”, “repeater”, or something else is up to you so long as not easily confused with a regulatory designator. (There is no requirement that self-assigned indicators themselves be “clear”, so long as they do not constitute some sort of secret (encrypted) meaning.)
