[arrl-odv:33722] Electronic balloting contract executed

According to our implementation plan, ARRL was to have signed a contract with Election Services Company by May 1.  I'm pleased to report that because of Diane Middleton's excellent work, the contract was, in fact, signed on March 30 -- over a month ahead of schedule.
