Sorry to be late to the game here. Given the times, my only comment at this point is that we consider replacing the word "chairman" with just "chair" throughout the document as appropriate, as to remain gender neutral in our wording. 4. Mr. Harrison brought greetings on behalf of the IARU’s officers. He summarized IARU efforts and plans for the upcoming year. Mr. Harrison also touched base on the upcoming World Radio Conference (WRC23). In closing, he noted that the IARU Administrative Council held its first in-person meeting in over two years this past June.

This should state "to discuss a confidential matter" as unless I am incorrect, you can only move into a CoW for one specific matter at a time.
