Doug, members can ask to retain their regular division membership if they are temporarily resident elsewhere. For example, while it was a long time ago, while I was in college in Michigan I asked to continue to vote in New England.
Explaining FG members in US divisions would require checking them individually.

Also, why is there one “South Texas” member listed in the Southeastern Division?
