All: Per the request at the Board meeting by Director Frenaye, attached is the Strategic Plan comparison for the 2009 plan and our "In Principal" plan for 2016. Please review and comment regarding my translation of the various sections from the 2009 Plan versus the 2016 plan. Regarding the 2009 plan, I reviewed the goals and strategies. It seemed to me that most of the items listed as "strategies" are more like "tactics. My reason is that my view of a strategy is "what we want to do" - quite high level and probably sustained during the course of the plan 5-10 years. A tactic is an action that "needs to be accomplished" to satisfy one or more strategies. Your comments and observations are welcome. Perhaps you see something I missed or mis-interpreted. I did not try to view the 2003 plan as it was replaced by the 2009 version. The layout used Microsoft Excel in a 2x2 page format.
