You can include California in that list...California Highway Patrol, many park districts, lots of public works departments, many other city and county agencies and departments; and, I'm sure, many others.

What 14 states is John Chwat referring to?   That's the first time I've heard it said that precisely.
I traded e-mail with Ed Hare and he didn't have a list of them, but mentioned MO and NY as two of them.
