After reviewing advice from Counsel Siddall, here’s an outline of action to consider on the application fee matter:
1. The League will file vigorously opposing comments on all aspects of the proposed fee. Comments to be filed by ARRL a few days before the due date per Counsel’s advice.
2. The deadline for comments has not been set and will be determined when the NPRM appears in the Federal Register, which could be as late as October or November.
3. Siddall is working on talking points for members and ODV.
4. Siddall is working on instructions and guidance informing members how to file comments.
5. There is plenty of time to file comments. Do not file comments early. Use time to assess issues and information gathered. It minimizes showing our arguments to opposition. Question for Dave Siddall – Dave, do you recommend that members also hold off filing comments until the end of the comment period? We can send an alert at a specific time if needed. We’ve done a “call to arms” before and members respond.
6. Have a meeting with FCC.
7. Draft an article with points above covered as a status report as soon as possible.
This will give us an action outline to work on.
