Do the Section Manager’s budgets run 1/1-12/31? If so, what happens in the event that an incumbent SM whose term ends either 6/30 or 9/30 expends all of the monies prior to the end of their term and a new person takes the office for the remainder of the calendar year (with zero left in the budget)?
