See http://www.arrl.org/served-agencies-and-partners, click on “American Red Cross”:
ARRL and the *American Red Cross* <http://www.redcross.org/> have had cooperative agreements since 1940. The current statement was signed in March 2010 and was updated editorially in November 2010 to change the ARRL Relationship Manager and Operational Contact information (Attachment A) and to delete several extraneous words from page 5. The MOU was renewed in January 2016. One change in the renewed MOU is to Attachment C, the local MOU template. The signatory to the local MOU for the ARRL has been changed to the Section Manager or Section Emergency Coordinator and a local point of contact field (similar to the relationship manager in the national MOU) has been added.
Chartered by Congress in 1905, the Red Cross provides relief to victims displaced by disaster, from the onset of disaster conditions to the recovery phase. Their national headquarters is located in Washington, but most of the action occurs at the state and local chapter levels, where the rubber meets the road. Local ARES Emergency Coordinators work closely with their counterparts in the chapter offices. Look at just about any summary of a disaster event, and you'll find reports of amateurs out on missions with Red Cross personnel, and providing communications for shelter managers.

*You have asked if there is a template for a local MOU. The answer is YES, see Attachment C.*

I was at a local club tonight, Garden State ARA. They expressed concern that the Red Cross is changing their relationship with some local clubs and this would exclude them from their current space.
Currently GSARA enjoys free use of a room in the ARC warehouse and they have a station. The club president was told that that ARC facility is possibly transitioning to being an ARC warehouse and that if that comes to pass that they would be out.
His request to me was to see if we had any agreements with national Red Cross that would get ahead of this and perhaps offer them a space elsewhere in the building or even in a trailer outside. Or if there is some local MOU that was done that could serve as a template to get something going with them.
Ideas welcome.
