Very well done memo Chris. I guess I needed to get back into the groove of considering FCC matters. I thought I had gotten rid of the FCC through my over-the-weekend preparation for a colonoscopy (for those who have not suffered through this test, suffice it to say that preparation includes substantial internal cleansing). We do need some movement on the Novice refarming matter. It has gone on way to long. In fact it was substantially proposed by the WRC-99 Committee from about 1996. Refarming can form the basis for privileges that may result from a potential modification of the Question pool.
