A question regarding the ethics of a board member giving a presentation during an election cycle at an event sponsored by the League was referred to the Ethics and Elections Committee.   The committee has reviewed the facts and determined that as long as the candidate understands that there should be no campaigning during the presentation, we find that there is no reason under current Rules and Regulations, By-laws, or Articles of Association,  to prevent any candidate, including an incumbent director, from attending an ARRL sponsored or sanctioned event and making a presentation on any topic during an election cycle.
