Good point, Mike.

I think that the it would be better to identify the motions in the sentences.  For example: "The motion to move into the Committee of the Whole FAILED with ...." and " The motion brought on behalf of E&E PASSED..."

In reference to the sentence at the end of the minutes, it's not clear that this particular vote was for Dr. Zygielbaum's original motion, which was originally presented at the start of the meeting on the prior day. 

Suggestion: "At the request of Director Zygielbaum, a roll call vote was taken on his original motion. The Directors voted accordingly:"
