FYI, I have sent a call-to-action email to ARRL members in every congressional district within the Rocky Mountain Division briefing them on H.R. 4969 and providing contact information / sample email to urge their Representative to co-sponsor the legislation.  Additionally I've asked my members to forward their correspondence to me for my records so some feedback can be provided to TKG for their situational awareness.  The level of response has been excellent so far.
