Attached please find the white paper on the Executive Committee's proposals for AA/BL amendments and an update on the Code of Conduct. This will be posted to the web shortly and will then be provided for ARRL news. The Board requested a 60-day advance, was yesterday. Unfortunately some late edits came in from two members of the EC so the final document was not available from the Communications Manager until a short time ago.
