I think this is a very reasonable solution to the immediate onslaught of e-mails.   After returning home last evening, I had to go back to the minutes to review the ACDS discussion and compare them with the complaints and my recollection of the discussion.   The intent of the Minute is not present.  

I have yet to respond to the questioning, but having a clarification from HQ on the issue should quiet things while the Band Plan Committee takes action.
