Dick, Having grown up in NW Indiana, I know there is two more necessities to become elected -- at least in Cook County: 1) An up-to-date list of deceased (but still on the voting book) voters and 2) A good supply of pints of whiskey or wine to pay off the itinerants to vote in place of the dead.
