Greg, the delay at the beginning of the year is the result of the compilation of the Annual List. There is no practical way to prepare the list without processing all applications received through the end of the year before tackling new ones.
We could, of course eliminate the Annual List. That falls into the category of “tampering with the basic forces of nature.” (Film, “Network,” 1976.)
Thanks to the changes implemented during 2012 the delay was shorter this year than in years past. We may be able to gain further improvements next year.

It may sound like a quibble, but I hardly think the problem here is LotW. Surely Logbook responded more quickly than 6 weeks! I'm not saying there isn't an issue to be addressed here, but if we choose to address it, it is because of policies and procedures concerning awards, not Logbook per se. At one point, Logbook was the "bottleneck" in the flow chart; it isn't any longer.

The elimination of hybrid (combined paper and LOTW) applications was done last year to increase efficiency -- and it has. The fee structure was changed at the same time to the benefit of applicants. The change has been popular.

I had a concern raised about paper cards and LOTW from one of the members in my division, and wonder if I can request some info on his concern.
Here is an excerpt from his e-mail to me:
Our ARRL DXCC processing of applications for credit on confirmed LOTW and paper cards submitted is now an issue. Last year we could submit an LOTW application and it was processed in a matter of days. Paper card applications took about a month. Now it takes over 6 weeks for an electronic application. We can no longer submit a combined application of LOTW confirmations and paper cards. We can only submit one application at a time and must wait for a pending application to be processed before sending in another”
Since I have used LOTW exclusively over the last several years, I do not have any experience with this issue. Any information/resolution I can give to this member?
