For us it would end the path to amateur radio and shift us to promote GMRS for family use. (no test, set fee, shared by whole family.)
When we created the Summer Camp class...just the $15/arrl VEC fee was enough to equate $6k/year for our program,
resulting in us using Laurel VEC. (ARRL couldn't waive our fees because it's a set fee that is imposed on everyone equally..fcc rule from 1983)
Laurel doesn't charge, and less headaches than the ARRL using grants to reimburse the mandatory cost.
