I worked at it some more and we think what we have now is correct. At
the moment, we should not be addressing ACDS privileges for non-Region 2
US amateurs since that falls under areas involving international
treaties. We don't think that is an issue for US hams who might be
boaters outside of Region 2 since none of them would act as gateways,
theoretically.
We think this level of completeness is really for extra credit for this
committee's charter but it helps to explain the incredible complexity of
the spectrum allocation challenge.
