
Dave, I see in Dan's Regulatory Information report that we are tracking state-level legislation relevant to Amateur Radio. I believe this is similar to the tracking and reporting previously done by John Chwat (and subsequently shared with the Board). Am I correct and, if so, does this mean that our new advocate has been relieved of these duties? Also, what reporting of the tracking will be shared with the Board? The ability to have ARRL staff review legislation on a timely basis has worked well, allowing us to weed out legislation that would not affect or impact the Amateur Service as well as be able to monitor progress of legislation that could affect Amateurs and alert appropriate field officials. We continue to spend time each week "fine-tuning" the programs, forums and training track for the July Centennial Convention. We are looking at several possible options for recording some of the more high-profile presentations that can be made available on-line to members who are unable to attend the event. We also are looking into options to do a possible video stream of several of the highlight parts of the convention, including the keynote speaker and the Saturday midday presentation. No final decision has been made on this topic. We are also working with the facilitators for the Thursday training tracks to publicize the various speakers and topics that will be included in each of their daylong events. The usual day-to-day queries and workload of the Regulatory Branch continue. As usual at this time of year, we are getting many queries about reciprocal licensing. We have been working with Ed Savela, K8EA, who has been working on a contract for land he wishes to build a home on in Vestavia Hills, AL. The property is not covered under a CC&R but the city of Vestavia Hills has a less-than-clear zoning ordinance related to Amateur Radio support structures. Because he is in the time-period of due diligence under which he can void the contract, he is looking to ascertain how much of a "fight" he would face if the city wished to oppose his proposed towed. We have provided his personal attorney with some relevant PRB-1 materials, along with having had several phone conversations with him on PRB-1. Congratulations are in order for the Washington State ARRL team who were successful in getting an exemption for Amateur Radio towers written in to a recently passed tower-marking bill. The bill would have required specific antenna markings and paintings to alert low-flying aircraft (such as crop dusters). This is similar to a bill passed last year in Idaho, as well as another bill currently being addressed by the Colorado Section Manager and his team. We continue to work on managing the data processing issues and many queries related to things in the Contest Branch as the job search for a contest manager continues. With the recent printing of certificates for the January 2013 VHF and the 2013 ARRL International DX contests, things are back on schedule for contest certificates. We are waiting an order of DX contest plaques in order to fulfill the plaque backlog. Data for the 2014 RTTY Roundup was received, processed and the various tables sent to the author recently. The full results for the 2013 CW Sweepstakes are available on-line, including the searchable database. The full 2013 Phone Sweepstakes results will be posted soon. The 2013 10-Meter and 160-Meter data have been processed and the various results sent to the authors. Field Organization/Public Service Team Leona Adams thanks the mail staff for prompt handling of ballots and statements for the upcoming Delaware and Maine Section Manager elections which were mailed to members on March 27th. A Section Manager nomination petition was received for Scott Yonally, N8SY for the Ohio section for the SM election term beginning October 1, 2014. One amateur from Oregon completed certification to become an Official Observer this week. Several reports were received regarding radio station YHWH heard on 40 meters in the western United States. Documentation was sent to the FCC regarding interference to local 2 meter operation in Oregon which has been identified. An unidentified signal was reported on 10 meters causing interference to a wide frequency range, it was identified by the IARU Region 1 Monitoring Coordinator as an Over the Horizon Radar from Iran. A number of complaints were received regarding operation occurring on 14313 and the FCC was updated. Chuck gave a tour to a visiting amateur from Ohio.
