Today the FCC placed on public notice the attached petition from an individual amateur as RM-11760.

It is somewhat curious that the Commission chose to put this out for public comment. The petitioner has not documented his argument very well and in the past it was not unusual for the Wireless Telecommunications Bureau simply to deny such petitions by letter. In this case it could have cited WT Docket No. 12-283, action on which was completed less than two years ago, as having dealt with a similar proposal.

It has not been our practice to comment on such petitions until and unless they reach the Notice of Proposed Rulemaking stage, but the EC may want to discuss this at its March 12 meeting.
