Regulatory Information

In the past several weeks, the Regulatory Information Branch has been learning to use the StateNet system from LexisNexis in order to monitor state-level legislation that could possibly affect Amateur Radio
licensees. A system is being developed to expedite sharing information with Section Managers and State Government Liaisons when legislation is identified in an individual state. This replaces the monthly multiple-page summaries that had previously been provided
by John Chwat’s firm.
Work continues on the forums and programs for the 2014 Centennial Convention. At this time we have a full slate of accepted programs, with several “waiting in the wings” should openings in the schedule occur.
We have accepted a total of 67 hours of forums for the Friday and Saturday schedules in addition to the seven full-day training track scheduled for Thursday of the convention. Specific time and date slots will be allocated in the next two months, with care
being given to keep similar programs and interests from conflicting in the same time slots.
Because of the resignation of the Contest Manager, the Regulatory Information Manager (as a former contest manager) has been working closely with the MVP staff and Public Relations Manager to address the tremendous
backlog of emails, phone calls, and work in the Contest area. The Regulatory Manager will be handling most of the data processing work required to get this back on track. The 2014 ARRL Field Day packet was finalized and will be posted on the ARRL Web the
week of February 3.

Joe installed in Studio One a used Icom IC-7700 HF/6 meter transceiver. This radio temporarily replaces the Yaesu Ftdx9000 HF/6 meter transceiver that was located in this position. He
also installed a Yaesu FT-1000MP Mark V in Studio Two. This radio replaces the FlexRadio Systems FLEX-5000 transceiver. Joe also completed the rebuild of the web CW practice archives and made them available online. He continues with updating Logbook of the
World with the various W1AW/xx Centennial operations as well as sorting/storing the QSL card requests being received for each operation. Joe also met with EAD Manager Deb Johnson and volunteer Paul Ciezniak, K1SEZ to discuss the details of a planned ARISS
contact that is to be made during the Centennial Convention in Hartford.
Field Organization/Public Service Team
One radio amateur from Santa Clara Valley completed requirements to become an Official Observer this past week. Nationwide, the total number of Official Observers is currently 733. Rick Lloyd, AA4W, was appointed
as the new OOC for Northern Florida. Several reports of intentional interference to the FT5ZM DXpedition were received. Several complaints of the operation heard on 14.313 MHz were received regarding language used and the playing of music. Complaints were
also received regarding interference to the OMISS and YLISSB nets, and these are being investigated. Oklahoma OOs were alerted to check out a report of stations on 60 meters using high power and lack of proper identification. The Indiana Local Interference
Committee has been renewed for another year, and a report of possible Over the Horizon Radars being heard on 15 meters is being checked out.
Illinois Section Manager Tom Ciciora, KA9QPN, has been nominated to run for a new term of office starting on July 1. Also, Steve Szabo, WB4OMM, of Daytona Beach, Florida, has been nominated to run for the Northern
Florida Section Manager’s position. Petitions for this particular election cycle are due at ARRL Headquarters on March 7.
Leona Adams has been processing information updates, changes, and additions to the main Field Organization data base as supplied by Section Managers. Steve Ewald reports that many additional Annual Emergency
Coordinator reports and Simulated Emergency Test reports for 2013 have been arriving ahead of the receipt deadline.
