I think Jim put this very well. We stated in our comments that our concern was not with the commercial viability of BPL, or its value as a competitive service, but with the technical problems that make it simply not feasible. I don't think we are the experts on the commercial viability of BPL and we stand to lose credibility wading into that deep and subjective water, which requires predictive assessments. But then, I didn't major in economics in college, as I should have. Chris
