Ladies and Gentlemen,
As we progress further into developing the new Legislation Action Program, new questions and misunderstandings naturally arise. One of questions we’ve received can be phrased as, “What do I do when I appoint new people to serve this program in my Division?” Here is part of the answer.
1. For Division Legislative Action Chairs (DLAC) and for state Legislative Action Coordinators: Authorize them to have access to the Grassroots Section of our Members Only web site.
To do this, go to Members Only and click on the Grassroots link in the yellow box at the upper right of the screen.
At the Grassroots site, go to the Online Forms box in the upper right of this screen. Click on State Coord/Division Chair. When this form opens, select the position the new person will hold (state LACoordinator/DLAChair) and add the name, call, address, etc. that applies. I’ve pasted a copy of the form beneath this memo FYI.
2. Once the new person has been added to the list of authorized users, he/she can have access to Grassroots as they wish. Access to Grassroots is limited to members, only, and to only the members who have registered to use Members Only. Any appointee that does not currently have access to Members Only will need to sign up to use this area of the web site.
3. Please note that several documents and Dave Sumner’s editorial on ARRL and ability to lobby can be accessed through the Grassroots area.
At this time, state Legislative Action Coordinators and Division Legislative Action Chairs are the only people who can be registered for the Program. We are investigating the practicality of listing LAAs by the Congressional Districts to which they are assigned.
One additional note -- The Committee is looking at a flow chart that outlines the operation of the Legislative Action Program. The purpose of this is to allow people to visualize readily the sequence of operation in the program. It would complement the written discussion of the program that is contained in the LAA Handbook.
Please let us know if you think of any tools or discussions that would be helpful to you in implementing the program. I think it is a fairly sure bet that there will be tasks for us to pursue through the program with Congress this year.
