Might as well add my $0.02

This decision looks to me to be primarily a jab by the court at the FCC for having been so secretive about their data, and it is going to force the FCC to embarrass itself when the data is revealed and they expose publicly that they were working hard to avoid obvious technical conclusions.  However, I wouldn’t bet on it ultimately resulting in any substantial changes.
