Greetings. Here is Paul Rinaldo's paper on conversion to regulation of subbands by bandwidth, rather than mode. As discussed in my report to the Board, this is a WORK IN PROGRESS and is not to be considered a final product. I think you will agree, however, that Paul has done his usual fine work on this to date. It reflects very little input from my office so far, but we will continue the project unless the Board sends us in a different direction.
