However, this R&O was released later than predicted. I believe that what happened was that one or more Commissioners saw it, took the utilities' side (PLC now ruling the day at the agency), and the 8th Floor caused the change after OET had drafted the order differently on the LF matter. I have a call in to Kathy Medley now to determine that and to ask for OET's view of what they can do for us now that we have been backstabbed (my term only). Chris
