Regulatory Information
Reported by Dan Henderson, N1ND
With the end of Field Day, we have begun processing daily “logs received” updates for those processed by the www.b4h.net web applet. We also do an updated listing for use by those handling incoming mail so they can crosscheck incoming support documentation from paper entries not generated by the web applet. We have also been handling telephone and email queries regarding the Field Day rules and submission procedures.
Working with the ARRL VEC, we reviewed a query from an applicant for multiple sequential callsign for his radio club. This has underscored a discrepancy in Part 97 rules regarding eligibility of a single person to be trustee of multiple club callsigns. The way the current rule is written an existing club callsign trustee cannot become trustee for any additional club callsign grants, regardless if those subsequent calls are sequential and not vanity calls. This discrepancy has been pointed out to FCC officials.
The Regulatory Information and Legislative Action update was written for the ARRL Annual Report. This was forwarded to the Public Relations and Media Manager. VC referrals were provided for members in Nevada and Virginia. There were also multiple queries regarding reciprocal operation. Finally, several queries were answered in regards to possible program presentations and meetings for the July 2014 Centennial Convention.
Media & Public Relations
Reported by Sean Kutzko, KX9X
We’re still getting the occasional request for background info on Field Day. Sean is assisting with member questions of Field Day log submission and helping new Contest Branch Manager Mike DeChristopher with his new duties.
Sean Kutzko is assembling the 2012 Annual Report.
Sean travelled to Estes Park, Colorado the weekend of June 28 to attend the Rocky Mountain Division Convention. Among other duties, he assisted with the Public Relations forum led by PIO Ann Trudeau, KA0ZFI and Wyoming Assistant Section Manager Katie Allen, WY7KRA. He also had informal discussions with Colorado Section Manager Jack Ciaccia, WM0G.
Allen Pitts continues work on the Centennial video project.

Radio amateurs from Mississippi and Tennessee completed the requirements to become Official Observers this week. Several more complaints were received regarding 14.313 MHz in conjunction to Field Day. Questions handled this week included GMRS frequencies, proper identification while portable, 3rd party traffic, operating privileges on 10 meters, and the method of reporting OO activity. Information was provided about an amateur radio operator who continues to use a repeater after being banned. More follow-up information was received about interference on 3.840 MHz in California.
Chuck conducted morning code practice runs and hosted visitors on 2 days at W1AW, and Steve Ewald also filled in for staff a couple of mornings at W1AW and hosted visiting operators as well.
Section Managers are beginning to report on their adventures during Field Day weekend when they visited Field Day sites.
Among other regular work duties, Leona Adams has been assisting the three new Section Managers in Wisconsin, Nebraska, and New Hampshire, who started their new terms of office on Monday, July 1.
