David that is a superb question and one that the Society of Broadcast Engineers has asked Greg Walden's office to inquire about at the next FCC oversight hearing called by Walden's subcommittee. 

But we know the answer because Laura Smith told us what happened: the two Tiger Teams that were promised as an ameliorative factor for the Draconian closing of field offices around the country have never been staffed. The reason for that is that no one who is qualified to do the job wants the job. The jobs were posted but since they involve in effect 100 percent travel time, no one who was qualified applied for the positions. So the Tiger Teams don't exist now, even though the field office closings occurred. 

Once the hubbub of the Parity Act quiets down, this is a good job for TKG to work on, though frankly, Amateur Radio was never a candidate for much time and attention from Tiger Teams as a practical matter.
