At pages 26, 27 and 28 of Document 12, my Report to the Board distributed electronically yesterday, there appears a discussion of a weapons and alcohol policy for ARRL Field Organization activities and ARRL-sponsored operating events. I included this discussion in my Board report because it was my assumption that the Executive Committee had completed its discussion of this matter and had reached no consensus or resolution. Because in my view this issue has liability ramifications for our organization, I felt that the matter should at least be brought to the Board's attention before letting it drop.
 
I have today heard from a member of the Executive Committee who informs me that it is his view, and, he believes, the view of some other EC members as well, that the issue is still before the EC, and that it will be taken up again at a future Executive Committee meeting. That being the case, I was mistaken about the status of this matter, and therefore it was ill-advised of me to unilaterally raise the issue with the full Board -- and well beyond my authority to have done so.
 
So, please consider that portion of my Report to the Board as an informational item only; one which apparently will be taken up by the next Executive Committee at a future time.
 
I apologize for any confusion that I may have caused in this respect.
