From the Second ARRL Board Meeting, 2013:

 

25. On behalf of the Ad Hoc Symbol Rate Rule Modernization Committee, Dr. Woolweaver moved, seconded by Mr. Bodson, that: WHEREAS the symbol rate restrictions presently in Section 97.307(f) of the FCC Rules no longer reflect the state of the art of digital telecommunications technology; and WHEREAS it is in the interests of all amateurs to encourage both flexibility and efficiency in the employment of digital emissions by amateur stations; IT IS RESOLVED, that the General Counsel is directed to prepare and file a Petition for Rulemaking seeking the modification of Section 97.307(f) to delete all references to symbol rate and to apply to all amateur data emissions below 29.7 MHz the existing bandwidth limit, per Section 97.303(h), of 2.8 kHz

 

It has been a long ten (plus) years, but it finally happened!  RIP, Director (HVP) Dennis Bodson (SK).

 

I’m also pleased that the FCC is proposing to eliminate the symbol rate in the LF, MF, VHF and UHF bands.

 

Perhaps even better, the FCC was fully supportive of the ARRL’s position.  I haven’t seen that stance in quite some time.

Earlier today the FCC Commissioners individually voted on the amateur symbol rate item and released it before the scheduled agenda meeting on Wednesday.  It is now final action, copy attached.  (It has been removed from Wednesday’s FCC meeting agenda.)

 

It is as expected, including the minor change we requested last week.

 

(Early adoption is not unusual when it is unanimous and the Commissioners may wish more time at the public meeting for controversial items on Wednesday.)
