[arrl-odv:22125] Tom Wheeler's first speech as FCC Chairman

I wouldn't call attention to every utterance of an FCC Chairman, but because this is Tom Wheeler's first public speech in that role I thought it worth passing along. My only criticism is his comment on page 4: "Spectrum is finite, and the FCC is charged with managing the airwaves that are used for commercial purposes." We'll need to find opportunities to remind the Chairman that non-commercial use of spectrum is also important. Dave K1ZZ
