CAI may be talking a great game on their web site but we have ZERO evidence that they have visited any congressional office other than Kinzinger's where the ham on his staff shot them down. I had three more Congressional visits today and there isn't any CAI presence or any visible opposition at all. My suggestion is that spending one rebutting CAI's misinformation is not the right tactic at all. Sending a positive message about what we do is a far better one. And it is working. While I realize that it takes time to produce such a professional document, we need to get something out NOW beyond a simple B&W text 8.5”x11”. It should include specific rebuttal to the CAI misinformation.
We have some of the most talented people working in the publishing industry within our staff. Surely we can come up with something quickly to fill the gap between now and whenever Report to America is completed.

Last night I gave a talk on ARRL happenings to a San Diego area radio club. One of the major topics covered was HR 4969.
A major opponent of HR 4969 is CAI, the Community Associations Institute.
One of the radio club officers commented that he was president-elect of the San Diego CAI group, and that CAI has already committed $5 million to be used to defeat HR 4969. As an indication of the size of this opposition, he also commented that there were approximately 7,000 home owner associations in San Diego County, and 14,000 HOA's in Orange County.
His involvement with CAI is connected to his property management business. He does not live in an HOA area himself, and has a tower and beam in his yard. He talked about trying to convince other CAI people that hams are good and antennas should be allowed, but reported essentially unanimous CAI opposition.

My comments were that I still regard our effort as one with a very low probability of success, but if you don't try, probability of success is zero.
As an aside, if I were to meet with with legislators or staff, I would certainly like to have descriptive copies of Amateur Radio's contributions, such as the Report to America, to leave behind. Is there any evidence of forward motion on this project?
