This in not just a "competing vendor." This is a blatant trademark violation if the vendor doesn't hold a license from the ARRL to use ARRL's logos. A dollar to a donut the vendor does not hold a license.

This matter needs to be referred immediately to out DC trademark counsel with a request that a cease and desist letter be sent to the vendor. I would also support suing the vendor just to make an example of them.
