As I am obligated to do, I attach hereto for your consideration an extensive memo on legal, regulatory and legislative matters which are on the draft agenda for consideration at this weekend's Executive Committee meeting in Dallas, Texas. The memo is keyed to that agenda which I believe has been distributed to you by CEO Sumner a few days ago.

I will be happy to address any questions any Board member may have about this memo. As was the case with my memo to the Board in January, please note the exceptionally sensitive and confidential information contained in this memo. Any disclosure of its contents could have serious adverse consequences for our advocacy efforts, so thank you for keeping this confidential and not circulating it outside the Board Official Family.
