
There is a whole lotta shakeups going on at the FCC. The following is FYI. Unclear what is going on except that the staff changes are very unusual under an Acting Chairman. Note too the broadband policy effort to be headed up by Blair Levin. The surprising part is that all these personnel moves are being made as the Commission awaits the arrival of its permanent chairman, Julius Genachowski. You have to think that Acting Chair Michael Copps is acting with somebody's approval. Here are Friday's moves – at the all-powerful Media Bureau, where most of the radio-related decisions get made, Bureau Chief Monica Shah Desai is leaving to become Special Advisor to the FCC's General Counsel. The new Acting Chief at Media Bureau – agency veteran Robert Ratcliffe, in from the Enforcement Bureau. That's big enough, by itself, to shake up a Summer Friday afternoon. Then there's Mary Beth Richards. She'd been the Deputy General Counsel, but she's now the new Acting Managing Director of the whole agency, making sure the place functions on a daily basis. Up in the Inspector General office, which is charged with monitoring the effectivenes s and legal operation of the FCC, 30-year veteran Kent Nilsson is retiring. The Acting IG, responsible for monitoring the performance of the agency, will be David Hunt, currently Assistant IG-Investigations. Last but not least – onetime Reed Hundt-era FCC staffer Blair Levin returns, after what was presumably a rewarding and lucrative career in the private world as an analyst at Stifel Nicolaus. He's inbound to "help coordinate development of a national broadband plan" - a super-priority of incoming Chairman Julius Genachowski.
