Spectrum use detectors are not a threat in themselves; they are only a threat if people misinterpret what they’re being told or use them inappropriately. For example, they are not going to detect weak signals or the presence of receive-only facilities such as radioastronomy. At the consumer level, if I have a large roof-mounted TV antenna and preamp in order to receive a distant station my neighbor’s broadband device may think the channel is available when in fact it isn’t.
