The Potemkin village Russian military are doing far worse - they’re using stolen Ukrainian SIM cards and thus Ukrainian authorities can easily triangulate them using aGNSS.

But yes they are using baofengs and other analog radios. Ukrainian fighters have wised up and are using encrypted radios now including DMR with basic AES encryption.

Ukrainians are very skilled at hacking and other tech endeavors. In the right to repair community they even supply firmware for John Deere tractors which are locked to manufacturer service only.
