Thanks for the input from everyone.  It aligns with my thoughts on the matter as well. I did hear privately from Diane, and ARRL employees are NOT allowed to accept prizes at events they attend.   
 
With more and more conventions being held on-line and no real League expenses being incurred as a result I can see the question coming up again. I'll work on an update to this Workbook policy to include virtual events.

It's in the Director work book under ethics.
Just because this is a free event this year, it normally would not be. I would view it like a regular year.

The foundation may play by a different set of rules. Personally I don’t see an issue with Jim being eligible for a prize. He isn’t making policy in the ARRL. The members of ODV and staff, most definitely will be an issue, and that issue is primarily optics.
 
I’ve looked for that particular rule but I cannot find it. However it looks bad in that it gives the appearance of being bribed to influence league policy or that the drawing is rigged. 
 
If given complimentary prize drawing tickets at a convention I hand them to the youngest person I come in contact with or just to a complete stranger, if I can’t outright refuse them.

The organizer is raising a question as to whether or not any of the above are eligible for door prizes. My first blush says NO, at least for me as the Division Director, and probably YES for Fenstermaker, as he is in no official ARRL capacity in the event, but what about the others?
