Fairly accurate and current 3D mapping has been available for many areas free from usgs.gov for several years as a result of LIDAR. It is used by cellular/radio companies for shadow/fresnel predictions for RF. In 2018,I bought a modeling package for a city to determine what views permitting taller buildings would affect, and potential views from elevations on a proposed structure.You can download LIDAR data and a some tools for free:But the article references LIVE 3D data. I'm sure that would be "crowdsourced" from live device data.
