
ODV, Several weeks ago, on behalf of the ARRL, I appeared before the Executive Branch panel that will propose a National Spectrum Strategy (NSS) to introduce them to Amateur Radio and our spectrum uses and needs. On the panel were representatives of the U.S. Department of Commerce / National Telecommunications and Information Administration (NTIA) and the White House Office of Science and Technology Policy (OSTP). The stated purpose of the NSS effort is to provide guidelines for future spectrum re-allocations, particularly when federal (NTIA) and non-federal (FCC) interests collide. One of the immediate concerns is the 3 GHz band, which is also the focus of Congressional and Executive Branch policymakers, but with a broader focus to set down principles for future use as well to govern such conflicts. Following up on the initial NSS session, earlier this week on behalf of the ARRL I filed written comments. A copy of that submission is attached for your information.
