[ARRL-ODV:10045] Draft Minutes, January 2004 Board Meeting

Here are the draft Minutes of the meeting. Please look them over and offer any corrections and suggestions to me by Monday morning, if possible. Because March QST has already gone to the printer with the Board Meeting article that references Board actions by minute number, we will have to keep the numbering the same unless there is a major problem with doing so.
