Mike, unfortunately you have not held an elected position with the league long enough to have access to the additional by-laws that are behind the ODV-RV firewall. (reserved view)
You have to serve for at least ten consecutive years as an elected official for the system to let you in. 
SM VD and Dir all count but again, it has to be ten consecutive years.
