Jim-

This was human error that occurred independent of the Cabrillo logs. This person is no longer adjudicating ARRL contests.

Sean,

Tnx for your note; however, I apparently did not state my question very
well.  I' trying again.

As background, I've been familiar with N4XM's misguided crusade since I met
him after I first became a director.  I've been equally unsuccessful in
dissuading him from pursuing his claims.  Telling him "Cabrillo didn't do
it" is the ultimate backup position available to me at this moment, but I
expect that saying this to him will be just as unconvincing as everything
you, others at HQ, the GLD CAC representative, fellow contesters and I have
said before.

What I'd like to do is to tell him just what it was that caused the error.
For example, it was human error, or an error in the non-Cabrillo contest
program, or what?

What caused the problem or, alternately, where in the processing of
submitted logs did the problem occur?  I'm not looking for an individual's
name.

Admittedly, telling Paul what caused the problem is unlikely to cause him to
see the light, but it most likely will prove useful in blunting his effort
to recruit others into his anti-Cabrillo position.  Providing logical,
accurate information in response to his widely distributed misinformation
appears to be useful in preventing him from building a following.  This has
proven effective, previously.

Tnx, 73,

Jim

Hi Jim-

Cabrillo is merely a text format (i.e. - arrangement of text on each line)
that determines how contest QSO data is laid out. Contrary to N4XM's belief,
Cabrillo itself does not do any scoring of a log whatsoever; the
adjudication process is handled completely by human log-checkers and their
own programming of sophisticated software (not available off-the-shelf).
Whether a file is in Cabrillo format or not has nothing to do with how the
QSOs are checked.

Numerous people over several years have attempted to explain this to N4XM,
and he simply refuses to accept this explanation.

Harold,

Tnx for the heads up.  I'd like to ask you or Sean (other?) a question
concerning this and a long-standing complaint by a GLD member.

The situation as you may know is that Paul Schrader, N4XM has repeatedly
complained over inaccuracies he perceives in the Cabrillo system.  His
complain has included inaccurate scoring which, in turn, he claims is partly
related to improper disallowing Qs.

My question is simply how I can (or can I) explain to Paul when he
approaches me that this scoring error was not the result of mishandling of
log submissions by Cabrillo?  I feel certain I'll soon receive a lengthy
diatribe that will proclaim, "I told you so."

In other words -- HELP!

Tnx,

Jim

Hi,

As a head's up to everyone.  This is from Sean and is self explanatory.
We all feel bad about this but, as Sean has explained, we are taking
preventive actions to prevent a recurrence of the situation.

It is also being distributed to:

Corrections to the 2008 IARU HF World Championships

Aug 21, 2009 15:01 ET
Sean E. Kutzko, KX9X

Since the 2008 IARU results were published, I recently received a report
from a contester that some numbers didn't add up in their Log-Checking
Report. After considerable review, it was determined that many calls were
universally counted as "incorrect" during the log-checking process when in
fact they were good calls.

As a result of this discovery, we decided the best course of action was to
re-score the 2008 IARU HF World Championships.

The impact of this re-adjudication is relatively minor. Scores went up
slightly across the board. There were no changes to the order of finish in
the Top Five of any entry category except two: World Single Operator Phone
Only High Power and W/VE Phone Only High Power. Some Top Ten standings have
been affected, as have a select few listings in the Continental Results and
W/VE Region Box. A complete listing of corrected results can be found at:
http://www.arrl.org/contests/results/

We sincerely apologize. We have a volunteer team of some of the finest
contesters in the world that adjudicate our events. They and the ARRL strive
to have the most accurate results in every contest we administer. However,
we are human, and sometimes make mistakes, despite our best computer
programs and eye for detail. We never like to see errors in our results, but
we feel it is far better to acknowledge those mistakes and correct them as
quickly as possible, rather than to not acknowledge the errors at all.

To minimize the chances of this occurring again, we have made significant
adjustments to the process by which a call is determined to be "bad." We are
also adding more data checks to our quality control review.

New awards certificates, where warranted, will be printed and mailed by
September 1.

We again apologize for the errors in the 2008 IARU results.
