If any "salvaging" was done, it was LoTW (a linux-based, in-house developed program) that salvaged DXCC. The commercially-produced "new" DXCC software was a train wreck prior to the year 2001 that cost us more than $100,000. It's my understanding that at least the LoTW link to our DXCC accounts database was also done in-house. I'm not sure if any "new" DXCC accounts database has ever been implemented.
