ODV, As expected, the FCC released the 60-meter Notice of Proposed Rulemaking late Friday. It is as discussed below. That is the case with regard to its Notice in which it addresses the amateur 5 MHz (60 meter) issue, including the ARRL petition to implement the treaty allocation with changes. Yesterday (Apr 18) the FCC adopted the Notice of Proposed Rulemaking (NPRM) to initiate a proceeding to implement provisions of the WRC-2015 and WRC-2019 treaties that had not been addressed earlier by the Commission. For amateurs, prominently among them is the allocation for 5 MHz (60-meter) spectrum. I do not expect any substantive change to paragraphs 37-53 in the draft linked below and described in my earlier email. As noted earlier, paragraph 54 separately proposes a technical update to notice requirements that would apply to amateurs within the existing 50-watt maximum areas in the 420-450 MHz band. I will forward the final Notice when it is released, but thought early notice of its adoption would help with any inquiries that come your way. WRC-2023 is later this year, so I guess the FCC has discovered these unfinished items from the last two WRCs. The FCC releases drafts of its items three weeks before the public meeting at which they will be considered by the Commissioners. In this case the item the item of concern to us is a Notice of Proposed Rulemaking (NPRM) in which they put forward their proposals and issues open for consideration and will accept public comment before final decisions. The amateur 60-meter allocation will be considered in this proceeding. The 60-meter issue is difficult and I expect that it will be of some note and discussion in the amateur community generally. I regularly get questions about 60-meter operation. At WRC-2015 amateur radio did not succeed in getting the result it desired. A 15-kHz sliver was allocated that excluded 4 of the 5 channels that have been permitted as a temporary measure, and the power limit for amateurs was set at 15 watts EIRP (equivalent to 9.1 watts ERP). It’s an uphill battle because “almost” always the FCC simply implements WRC provisions such as these. In 2017 ARRL petitioned the FCC to implement the 60-meter WRC allocation with changes. We have since lobbied the FCC on 60-meter WRC implementation and, for reference, I included reports on this in my written semi-annual reports to the Board. We have advocated for continuing the current 100 watts limit throughout the band and for continued access to the 4 channels outside the International allocation in addition to the 15 kHz new allocation (which encompasses one of the current channels). Canada adopted this approach, which has been and will continue to be a big help to our efforts. The federal government is the holder of primary spectrum rights in this band. NTIA, on behalf of federal user agencies, adamantly opposed ARRL’s requests for greater 60-meter rights in the run-up to WRC-2015 and continues to oppose any variation from the agreed-upon WRC-2015 result. The outcome at WRC-2015 was to allocate only a 15 kHz segment for amateurs with the 15 watts EIRP power limit. (Some countries obtained slightly higher powers or other concessions “by footnote” but not the U.S., principally due to NTIA opposition.) NOTICE * In response to the ARRL’s petition, NTIA opposed anything other than the WRC-2015 allocation. In this Notice the FCC proposes to make the 15-kHz allocation (an expansion of one of the current channels) for general and high-class amateur licensees, but importantly does not propose a power limit or cessation of operations on the other 4 channels. Instead, the Commission describes the issues and requests comment thereon. This signals that at this time the FCC has not decided to accede to NTIA’s position. This is a positive position for us, since they did not propose to adopt the NTIA’s position on these issues but instead took a more neutral stance notwithstanding the Treaty provisions. There have been multiple conversations between the two agencies that have left this issue unresolved, and undoubtedly these will re-commence after the comment period on this Notice. * There is an additional minor tweak proposed in the NPRM, the purpose of which is to update the existing notice requirements for amateurs in geographic areas where amateur operations in the 420-450 MHz band generally are limited to 50 watts. Dear ODV, You should have already received an email from Sabrina via BoardEffect notifying you that meeting materials are now available. At this time the only documents available are the agenda the two motions previously distributed by the board. Please make sure that you can get into BoardEffect (arrl.boardeffect.com) and see the July 2023 Board Book. If you need assistance, please contact Sabrina for help. As we are preparing for the July Board meeting, we wanted to speak to the issues you have raised in using BoardEffect. Kristen was kind enough to compile a list of your issues for us to address. Most of the issues revolve around the use of the app rather than the web browser version. The BoardEffect app is not designed to do most of the things board members are trying to do on it, particularly during the board meeting when updates are happening. The app was designed to serve as a way to access documents on the go, but does not provide all the features found in the browser version. Downloading documents in the app is particularly time consuming. Because of this, please only use the browser version (arrl.boardeffect.com) during the board meeting. With JP's departure we are bringing back Cathy Curry to take the board meeting minutes to allow Sabrina to tend to the administrative logistics and provide real time assistance to anyone having trouble during the meeting. She will be stationed in the board room for you convenience should you need assistance. Below are all the issues that were provided to us by Kristen with how to address the concern. If you have any questions, please reach out to Sabrina directly for assistance. She is happy to help. Remember - use the browser version! Concerns: - It's painful to navigate the individual sub-documents, so I end up looking at the big PDF, defeating the purpose of subsections. A PDF viewer generally works better than the app. - BoardEffect is more effective when used on the web browser. The mobile app is a quick way to view documents but does not give access to all the features and takes a longer period of time to download documents. - Updates made by whomever is managing it (Sabrina ?) are often not reflected in the app until much later, even after refreshing. Why aren't updates live? -Updates to the board book are only available after the book is updated and re-published for view. If you are viewing the book live, you will need to refresh once the update is complete to see the new documents. If you have downloaded the board book before an update became available, you have to re-download the book again. The recommendation is to view the board book in the browser so once the new book is available all that is required is a refresh. The app is not designed to be used for on the fly updates to the board book. - The outline sidebar disappears after I tap on a section. This is highly annoying. I lose the context of what I'm looking for and it makes browsing very painful. - This only happens in the app, when using the web browser, the sidebar is always available. - Sometimes I need to kill and restart the app to see an updated document - Please use the web browser version to view updated documents more effectively. - Sometimes updates cause the entire document to be gone from the app (need to kill and restart) - Please use the web browser version to view updated documents more effectively. - On the web, sometimes the text is blocky in a strange way. It's not exactly low resolution, but instead incorrectly rendered (corroborated by Mike Ritz on both Windows and macOS) -The document is defaulted to a size that fits the screen. There is a zoom in and out feature at the top that will allow for the document to be clearer. - Searching the documents is not that useful. Search seems to be too precise and order dependent (e.g. search for "league the" and you get no results) - The "search" feature is best used in one-word increments and will go in order of the entire book. On the right of the page in the "Meeting Book Viewer" it gives you all the options where the word you are searching for has been used. Board of Directors is where the meeting book is? - The Library is where the meeting books are stored. The current book and old meetings books will be found here. For Board meeting books, you must select Board of Directors, then click on meeting books. - The Directory includes a list of all users who have a BoardEffect account. - I have to log in over and over. It should keep a token. - For security purposes, you do need to login to the platform when going back into the app. Please use the web browser version to view updated documents more effectively. This issue does not appear to happen the browser version. - Tapping on buttons or tabs gives little-to-no feedback. Sometimes tapping does nothing. Sometimes it does something. Sometimes it does something after a long delay. - These are issues in the app only. Please use the web browser version to view updated documents more effectively. - Why is downloading the meeting book a separate operation? Can't it page things in as needed and have an option for offline work? Why Download and then View. Of course I want to View right away. -To view the book offline, you need to download the book. The "Meeting Book Viewer" gives access to the book while online without needing to download. You are not required to download the board book. - It takes forever to download just 10 or 15 MB. That should be lightning fast. -To download at a faster speed, you please use the web browser version. The app version does take significantly longer. Yesterday, I called an ARRL Director to discuss a recent message I had sent to ODV on the previous day. The other Director had not received it. I had been wondering what was wrong with my own email settings, as I have not been seeing the messages I have posted to ODV. Further investigation has shown that I have not been receiving ODV messages for some time. I have not received 34865, 34878, 34884, 34886, 34887, 34888, 34889, 34890, 34891, 34892, 34893, 34894, 34895, 34, 896, 34897, 34898, 34899, 34900, 34901, 34902, 34903, 34904, 34905, 34906, 34907, 34908, 34909, and any number above 34910. I have not been receiving A&F Committee messages either, as well as mail from other committees. Obviously this is not a problem exclusive to me. Note that one of the messages I sent to ODV recently was about arrl.net problems. This is likely to be part of the same issue, that was apparently never addressed I believe it is staff's responsibility to provide adequate communication for the Board. They have failed to do so. There is apparently some problem caused by ARRL addresses being designated as spam sources by some ISP's. It is management and staff's obligation to attend to these issues. It is not a Director's responsibility to solve these problems. We have paid staff to do so. However, I suggest using Director's home email addresses for ODV and other email reflectors rather than CALLSIGN(a)arrl.org, or anything to do with ARRL.org. Also, there should be some place on the arrl.org web-site where ODV and other reflector emails are available for view by the Board members. I also hope that some method can be found to rectify the problem and provide those of us who have not seen ODV and committee emails to view them. .73, Dick Norton, N6AA
