I can only guess what lead to such a broad interpretation. It also makes someone's enforcement life easier, no matter what the individual is doing the simple solution is they can't be part of it. However, it is good to see directors, vice directors and section managers so engaged people that someone thinks a technical presentation can be construed as a campaign opportunity. Or in my case a contest results article is seen as a attempt by me to use the article to campaign. I suspect there would a large group of individuals that would be very upset that one of my articles had to be delayed 4 to 6 months because I was in a contested election, which is the opposite direction of what people want. Then did I read this correctly, this restriction applies to the incumbent but not the challenger. Should apply to both individuals. Another example: the pages specifically refer to QST magazine. So are On The Air, QEX, and NCJ fair game? Ditto for electronic newsletters and our YouTube / Learning Network videos. We would be very careful about candidate provided content because broadly interpreted, these are mass communications vehicles created at league expense. Another example: an incumbent Director publishes a book, does live streaming Learning Network sessions during the fall with members, has it for sale in the ARRL store, and Marketing includes it in some direct mail emails with other new books in the store. Again, I don't see anything written that specifically prohibits any of that behavior. However, based on the above, it isn't a reach to believe these series of actions might affect the outcome of an election, so effective July 1st we would not do anything to promote the book until the election is over. I'm glad the issue has arisen! I'm sorry Director Ritz feels like it was at his expense, but it is clear that the guidance on HQ behavior during elections needs to be reviewed and clearly defined. The way things are written, everything is reactive: create a potential problem and then let E&E sort it out. ODV; We haven't had much controversy in a while, so I'll stir things up a bit. I received the following e-mail this morning from Eric Guth, 4Z1UG regarding my submission to do a technical presentation for the next QSO Today Hamfest in August. Apparently Mr. Minster, on his own, had my presentation pulled from contention as a potential conflict of interest due to the fact that I MAY be running for re-election this year. This action did not come from the E&E committee, it went from Minster to Eric directly, and is the first I've heard about this. I find this action to be appalling, to say the least. As far as I know, there is no ownership relationship between ARRL and QSO Today. I am not presenting the seminar as a Director of the ARRL, I'm presenting as an experienced ham to teach other hams. I'm not wearing a red badge while presenting, or even sporting an ARRL shirt. There is NO mention of the ARRL in my presentation, it is a shortened version of my HF Noise Mitigation seminar, similar to one I recently did for the ARRL. The backdrop of the PowerPoint is the same QSO Today one that everybody else is using. I can remove the reference to my ARRL positions from my bio, so that should not be an issue. What is the justification for this action? *** BOARD CONFIDENTIAL *** I am happy to announce the following changes to the Operations group at HQ: As you know, Dan Henderson will be retiring on June 4th and Norm Fusaro will be retiring on June 11th. We have hired Robert Naumann, W5OV to serve as the Director of Operations. Bob has a lifetime of working in both retail and volunteer positions in amateur radio. He started his career as a technician at Heathkit and served in senior sales roles at Array Solutions and DX Engineering. He has vast experience in Radiosport having operated from large multi-op stations in the US and Caribbean and has also served on the CQWW Contest Committee. We have also hired Michael Walters, W8ZY to serve in the new position of Manager of Field Services. Mike has worked in the technology space most of his career and is coming to us from Mcirosoft. He currently serves as the CT SEC and has held numerous field and club positions during his ham career. He will be able to bring a depth of knowledge to coaching member volunteers in the positions and providing guidance on creating and populating content for their constituents. He will be very focused on Section Managers and Club Leaders. Both Bob and Mike will be starting on June 7th. Bart Jahnke, W9JJ, will continue to serve managing Radiosport and will also take on the Regulatory and Volunteer Monitoring roles. He has regulatory and VE experience in his background and we are happy he'll be focused on these areas of strength. We will be announcing these changes to the Section Managers on the Zoom calls we will be conducting with the Divisions once Bob and Mike start. I am aware that SM Marler is displeased that he is not controlling the communications channel between HQ and the SMs and has scheduled a Zoom call this week. He is working to replace the Zoom calls we will be conducting by 'getting there first' including members of the Field Services Working Group and the Board. I find this to be counterproductive to our efforts from HQ and unhelpful. Thanks. David
