After the July Board meeting it was suggested that I break my original Ritz 1 motion into two motions; one to confirm that Board members have the right to attend Standing Committee meetings as guests, (is currently implied, but not stated), and a new second motion that deals with how travel expenses for Director guests at these meetings is to be handled. Regarding the second motion, I made travel reimbursement for participation at Standing Committee (SC) meetings as a guest consistent with being a guest at a Executive Committee (EC) meeting, which is currently funded from Division accounts per existing documentation noted in the Motion. Officers and Vice Directors are now not included in this, which was one of the concerns originally brought forth by those concerned of increased costs. Directors will still be limited to attending one such meeting a year, now either a EC or a SC meeting, so the cost impact should be minimal. I hope this satisfies those with cost concerns. Those new and revised motions are now with Dee and Carla for submission to DropBox. On a separate note, I was also going to put together another new motion this meeting to charge the Legal Structure Review Committee, (LSRC), with taking a critical look at ALL of our ARRL governance documents for consistency with current CT laws, and importantly, for consistency with each other, removing overlaps outdated policies, and providing clarity on those policies and rules that are ambiguous. I have been asked by a member of the committee to defer this effort for now, and wait for the new CEO to get on board. (The ARRL CEO is the chair for the LSRC). I'd like to know what others here think of this tasking. I may tackle the motion in January, after our new CEO is broken in. ;-) 73; Mike W7VO

(1) Last week Commissioner O’Rielly lost the President’s support for renomination and his nomination was withdrawn on August 3. He is the Commissioner most interested in spectrum issues generally, and has strongly advocated for reallocations for 5G and WiFi (including at 3.4 and 5.9 GHz). (2) The head of the National Telecommunications and Information Administration (NTIA), the FCC’s spectrum counterpart for federal uses, was “returned to his staff job” this morning and a new “Acting Head named. This is the third NTIA leader in a little over a year. NTIA play a critical role on both 3.4 and 5.9 GHz issues. (3) Whether coincidental or not, this afternoon the White House and the Department of Defense announced that an agreement had been reached on Defense / Commercial sharing of the 3.450 – 3.550 GHz band. This includes the top 50 MHz of the 3.3 – 3.5 GHz Amateur band. A sharing arrangement for this 100 MHz long has been expected. Stated expectations are that this spectrum will be auctioned for commercial 5G purposes in early 2022, subject to protecting Defense operations. Details on the 3.45 – 3.55 sharing arrangement have not been made available yet. But I do expect that the Commission may address both the 5.9 and 3.4 GHz bands at its September or October meeting. Where does that leave us? With the Executive Committee’s approval, in the next weeks I hope to reiterate our arguments for continued sharing of these two bands. The Commission proposed to remove the amateur secondary allocation from the entire 3.3 – 3.5 GHz band, but we are focused on preserving access to at least the bottom 150 MHz that is not being scheduled for commercial use (at least now). The FCC did NOT propose to remove the amateur secondary allocation at 5.9 GHz, but this spectrum remains hotly contested within and outside Government. I also intend to communicate these development to others interest Amateurs once I have the details on the latest agreements announced this afternoon, and suggest appropriate contacts. I’ve raised this issue to Barry about a month ago. I’m still experiencing it. Particularly if you’re using a Mac or iOS device, you may get redirected to a site that says you have a virus or have been hacked, then install some software to get rid of it. This is a scam and that software may actually be malware. Has anyone else experienced this? Ria N2RJ

Good morning. Tropical Storm Isaias blew through CT yesterday leaving over 700,000 homes without power which will take days, possibly more than a week in some cases, to recover. This is certainly a setback to the 50% of the HQ staff that is working remotely and we'll try to continue operations as best as possible. HQ has power and Internet connection this morning. Damage to the HQ property appears to be mostly small limbs downed from the trees except one very large branch that came off a tree back by the loading dock. (picture attached) Surprisingly, Joe Carcia reports no serious visible damage to the W1AW towers or antennas. There was some minor damage to the W1HQ 160 meter dipole hung in the trees on the back of the building that should easily be repaired. We haven't been able to get on the roof this morning but there doesn't appear to be any significant damage to the W1HQ array on the roof. Also, work on the front part of the HQ building roof continued this morning. We're still assessing the situation and if there is anything serious that arises, I will let you know. 73, Barry, N1VXY
